Caso MinTIC: ¿Corrupción por acción o por omisión?

Los tentáculos del Consorcio Centros Poblados, protagonista del escándalo generado por una serie de irregularidades en la celebración de un contrato por 1.07 billones de pesos con el Ministerio de las TIC han tocado también al Instituto Nacional de Vías (INVIAS).

Este hecho, que pone de presente la presunta operación de una poderosa red dedicada al tráfico de influencias y al mismo tiempo la vulnerabilidad o el relajamiento de los organismos de vigilancia y control para la contratación pública, indica que por lo menos en 4 contratos celebrados por el Instituto Nacional de Vías (INVIAS) están vinculadas dos empresas que forman parte del consorcio Centros Poblados, el mismo del escándalo con el Ministerio de las TIC.

La revelación de este nuevo hecho preocupante la hizo el Director de Invias, Juan Esteban Gil, quien indicó que a raíz del escándalo con el Ministerio de las TIC los contratos con las firmas, entre las que se cuenta ICM INGENIEROS S.A.S. serán cedidos otros contratistas, como quien dice, serán reemplazados más no se caducarán ni se tomará ninguna medida correctiva o sancionatoria por ese motivo.

El Director de Invias dijo que hasta el miércoles 25 de agosto tienen plazo los consorcios para para presentar una nueva empresa que reemplace a las que resultaron vinculadas con el escándalo del Ministerio de la TIC por el sonado contrato de 1.07 billones de pesos con un anticipo de más de $70.000 millones.

Según el Director de Invias los contratos de esa entidad con las empresas vinculadas al consorcio Centros Poblados habían sido adjudicados antes de conocerse el escándalo en el Ministerio de las TIC.
